110千伏禾江站#2主变扩建工程竣工环境保护验收公示

根据广东电网有限责任公司江门供电局的申请,江门市环保局拟对《110千伏禾江站#2主变扩建工程》建设项目进行竣工环境保护验收。根据《行政许可法》、《建设项目竣工环境保护验收暂行办法》(国家环境保护部 国环规环评[2017]4)的规定,现将该项目竣工环境保护验收情况公示如下:

一、工程基本情况

广东电网有限责任公司江门供电局《110千伏禾江站#2主变扩建工程》位于江门市新会区三江镇谢禾村、白庙、新江村、庙前里。110千伏禾江变电站为常规户外站布置,本期扩建40MVA主变压器1台。配套建设110千伏线路如下:

1.改造原有110千伏三禾线路长约2×2.67千米,其中双回架空线路长约2×2.2千米,双回电缆线路长约2×0.47千米。

2.110千伏三元乙线预留位置挂110千伏三元甲线长约1×4.44千米

3.新建110千伏禾睦线长约1×2.78千米,其中单回架空线路长约1×2.5千米;单回电缆线路长约1×0.28千米。

4.将原110千伏三元甲线(三江站至N15塔线段)改为110千伏三禾乙线,线路长约3.6千米。

工程总投资3250.0万元,其中环保投资50.0万元,占总投资的1.54%。工程于20144月开工建设,20154月竣工。

二、环境保护执行情况

该项目执行了环境影响评价和环境保护“三同时”管理制度,落实了环境影响报告表及其批复中的各项污染防治措施。工程在规划部门划定范围内建设,周边无自然保护区和风景名胜区,工程落实了防止水土流失措施, 变电站设置了变压器事故油池,运营单位环境保护管理机构健全,环保规章制度较完善。                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                              

三、验收监测结果

1. 噪声环境

验收监测显示:变电站厂界及敏感点环境噪声监测值昼间为54.8-59.4[dBA],夜间为46.9-49.2[dBA]符合《工业企业厂界环境噪声排放标准》(GB12348-20082类标准的限值要求[昼间60dBA),夜间50dBA]和《声环境质量标准》(GB3096-20082类标准的限值要求[昼间60dBA),夜间50dBA]

2.水环境

值班人员产生的生活污水经化粪池处理后,用于站内绿化浇灌。

按公开、公正原则,该项目环保验收接受公众监督,现将相关数据资料于20171229日至201814日在我局网站上公示,我局接受公众来电、来信、来访等多种形式反映问题,我局将对所反映的问题进行调查、核实和处理,并作为环保验收依据之一。
